Allow to set time zone in .env file #137

It should be possible to set the time zone in the.env file without having to change the docker compose files. The use case is when the the system was migrated from a legacy system that did not use the UTC timezone,

OTOBOTimeZone must also be set accordingly in the SysConfig.
