Warn agents about empty article subjects in AgentTicketCompose

Something related was reported for Znuny in https://github.com/znuny/Znuny/pull/88. The specific error does not occur in OTOBO because OTOBO does not have these lines that were added in https://github.com/OTRS/otrs/commit/2fa985c3ac4bed6efa288b31c8a1d4b897e99290

  Nevertheless checking for empty subjects seems to be a sensible idea. Thus I propose to bring Kernel/Modules/AgentTicketCompose.pm and var/httpd/htdocs/js/Core.Agent.TicketCompose.js to the same level as Znuny.

The check for empty arguments is an actual change. File this issue in OTOBO Enhancements.
