Update Sisimai in Kernel/cpan-lib #3935

Kernel/cpan-lib holds Sisimai 4.24.1 from 2018. In the mean time Sisimai got some updates, https://metacpan.org/dist/Sisimai/changes . Does it make sense to update Sisimai? Apparently some code changes would have to be made in order to achieve that. For example Sisimai::Data is now Sisimai::Fact.
