[BUG] [REMAKE] Guillotine is beheading people, only for the heads to reappear after body's removed #1236

Describe the bug

Remake of #427 which got closed during the mass issue purge. Actually triage your shit, thank you.

For some reason, when the guillotine blade drops on someone, it seemingly beheads them, but when you remove the body from the guillotine it still has a head apparently. The King held two executions back-to-back and the Knight had to manually chop off the head afterwards. I might look into this more on my own.

Additional context

In both cases, the prisoners were restrained. Not sure if that's part of it. This could be related to some limb runtimes that are also popping up in the logs.

I took one look at this guilo-....things code and I dont wanna touch it, its piss code. you'll have to settle for me fixing 2/3 of your issues.

The point of putting an issue in the issue tracker is to have the issue be known. I'm not specifically putting it up just for you to fix it. I'm putting it up so that any developer can see it, and eventually fix it. I don't need you to be my personal development staff to fix any issue I put on the tracker. That's not what a project's issue tracker is for, and it should not be treated as such.
