Currently noise only moves up a Z level. For example, when Inquisitor is torturing someone to death, you can hear the voices downstairs while healing characters upstairs.
However, noise does not travel down a Z level. For example, you may be in the merchant quarters selling things and a thief will break the window upstairs, steal a few things and leave. Or come downstairs to kill you, and you would be unaware as noise will not travel downstairs.

Hear noise
Go downstairs from active event (say tavern for example?)
Hear nothing from upstairs, only what is on your z level and below.
