Sissean horns can now be disabled
Since Sisseans were established as more reptillian than anything else, this makes sense.
Random gen Sisseans will also not have horns enabled by default
Also adds some missing frills to Wildkins
I have also considered making them have disablable frills, but they just look not too good, small frills look nicer
