[REQUEST] Give Morticians the ability to re-atttach heads to the dead (Stop-Gap measure for the brokeish system) #295

As we know the burial system is buggy, I think (no proof as I don't know coding) that decapitation probably plays a large roll in that bugginess which is a common case because zombification demands it and people do it anyhow.

Describe the solution you'd like

I'd like the Morticians in some shape be able to attach heads back to the bodies before they bury them in hopes of a Band-Aid fix to the system. I imagine the easiest way would to give them the minimum surgery required to do so.

Describe alternatives you've considered

Fixing the burial system, using a different method to help respawn players, giving Mortician's limb reattachment spell or make the surgery dirty easy for the dead?

Honestly making the surgery easier on dead might be better if thats feasible to code if we don't want the Morticians helping with the surgery but it'd also give everyone the ability and I think this type of stuff should stay within the Church.
