The Browser methods `ShowDevTools()` and `CloseDevTools()` have not
yet been ported to CEF Python 3.

In the CEF trunk there is a method ShowDevTools() that takes core of the 
implementation details and you can have devtools working in no time. In 
branches 1547 (our current) and 1650 the app needs to take care of the window 
creation, browser embedding and getting the devtools url.
