Streamline Menu Options #16

Add minimum speed tests, strip out unused menus, add additional publishing to cloud.

On 11/19 Austin asked me "didn't the rover_tools do the minimum turn speed test at one point". After investigating the github repo for awhile it looks like this never got merged and then Will updated the rover_tools to fix the overflow issue so this change got clobbered.
