Upgrade Bootstrap 3 to Bootstrap 4 #917

Since Flask-Admin was updated to support Bootstrap 4, it would be feasible to upgrade the Hub to use Bootstrap 4 to improve UI.

Since at the moment, as by January 2019, flask-admin has not been completely migrated to Bootstrap4, it should be postponed, however, if we can could dedicate a few cycles on contributing to the flask-admin project it would expedite it.
