Offline Charbans #54

Sometimes when an Admin Char bans someone whom is offline the char ban doesnt take and the user rejoins able to use that character

Reported by Ayo, alleged that these three IDs were affected by this:

Offline un charbans also seem to just not work randomly sometimes. it really varies
