win10 not set open image file with picview.exe

Win10 Home CHS 10.0.19045.3803

  1. explorer.exe open context menu in a jpeg image
  2. select open with
  3. choose search from machine, and give the picview full path to open dialog
  4. some time will popup the message box : "无法将文件类型与此程序相关联", "所选的程序不能与此文件类型相关联。请选择其他程序" 图片
  5. other times not running and no response
