Add the ability for utility belt binds to cancel the hotbar scrolling action. #335

I was thinking about the most intuitive controls for the utility belt and I decided on holding Shift + scrolling.

So I binded utility belt next to Shift+MouseWheelUp and utility belt previous to Shift+MouseWheelDown.

The problem with this is that it also scrolls the hotbar at the same time, and the only way to stop hotbar scrolling is to disable it entirely through the mods config option. I would like to see utility belt binds cancel hotbar scrolling.
