Add OpenAI Assistants API template

Current plan:

Have a db with some data in it (basic todo list will do I think)
Have a utility functions to create files from db
Auto create an assistant and thread when app (template) starts with the file attached based on db
Have a chat UI to create a conversation with assistant
Have ability to reset conversation (delete assistant, delete thread, recreate file from db and assistant)
Have utility functions to check the state of a given "run" ("run" refers to the processing of a message by assistant)
Enable function running to manipulate db in a conversational way if possible

@tedspare let me know if this sounds alright, should I add or remove anything

Just realised that langchain has wrappers to work with assistant api, would probably use those
