frame middle mouse scrolling does not dismiss select popup

What steps will reproduce the problem?
1. open test.html with cefclient.
2. click drop down menu on the left side.
3. scrol middle mouse button.

What is the expected output? What do you see instead?
 wants to see: page should not change,or scroll follow mouse.
 instead:      drop down menu detach with button

What version of the product are you using? On what operating system?
 cefclient r256
 windows 7

I think the proper behavior would be for the popup menu to be dismissed. This 
is what happens when you display a popup and then scroll the whole page 
(instead of just a frame) with middle mouse button.

CEF1 has entered bug-fix-only maintenance mode. See 
http://magpcss.org/ceforum/viewtopic.php?f=10&t=10647 for details. If this 
issue applies to the current version of CEF3 please create a new issue.
