A prevention for long strings of "outline" claims

Huge outlines are not beneficial to the server: it gives the impression that you can't claim there, and it isn't meant to be built in, just land to be "used later" or make the Town look bigger than it is. This is a problem throughout Europe and elsewhere. It can be fixed by doing this:

If a Town has more than ~20 claims, a new claim in a Town must have:

• 2+ existing claims within a 1 claim radius

And additionally, for the people who will just make the borders 2 claims thick:

• 5+ existing claims within a 2 claim radius
• 9+ existing claims within a 3 claim radius

These criteria can be checked for any new claim, and the numbers could be adjusted a bit if needed.
