Join a nation outside the limit block distance #78

You can change your town’s homeblock while get invite to any nation that in 6k blocks then join that nation. For example, ResourceCenter homeblock is enough in Afghanistan to get invite by Pan-asia, after Pan-asia send a invite, I can move ResourceCenter homeblock to greenland and then accept the nation invite.

Needs to be tested to see if this is still an issue in 1.16
