Completed chroot functionality

Several changes to include full functionality of the 3.0 into the new chroot upgradeable model

• Increased retroarch version to 1.9.7
• Created a minimal internal configuration (can probably be reduced even more)
• Updated external configuration to just included retroarch
• Upgraded several buildroot packages for build compatibility
• Updated S50launcher an usb.sh scripts to include some initialization related to input events
  • Moved mount points for /tmp and /run to user data
  • Added udev initialization only for first time installations
• Included input-event-daemon rules reloading to allow volume changes in all apps
