Make the Integrator Test Program available as a Paclet #17

The integrator test program is used by Albert Rich to validate changes in the Rubi engine against 70,000+ integration problems with known antiderivatives. The package is of moderate size but currently not available in the IntegratorTestProgram repository because it needs to be turned into an easily installable paclet. Additionally, the documentation needs to be fixed once it has been tested how to install and use the program.

The Integration Test Program is now available for testing Rubi and Mathematica's built-in integrator as paclet and zip files. For installation and usage instructions click on the Test Problems menu option.
