key and keyref attributes are missing from SimpleWithAttributes.xsd #64

In the RNC implementation, the key and keyref attributes (newly in 1.02 imported from Consumer into Deliberation) are allowed to appear on elements through the ruleml:... datatypes. However, this modification was not incorporated into the XSD version of the datatypes, in SimpleWithAttributes.xsd
