In branch 1.03 of deliberation ruleml, change all occurences of "1.02" to "1.03".

In the first stage we cannot change all occurrences of 1.02 because of the import from consumer. See http://wiki.ruleml.org/index.php/Add_Keyref_Mechanism_to_Deliberation_RuleML

Another occurrence of 1.02 that depends on the online version is the inclusion of /datatypes/SimpleWithAttributes.xsd into the generated xsd's.

Implementation of Phase 2:

Rename occurrences of "1.02" inside the /upgrader/ directory to a dummy value (e.g. 1.0X)
Rename occurrences of 'http://consumer.ruleml.org/1.02/' to dummy value 'http://consumer.ruleml.org/1.0X/'
Globally replace all occurrences of '1.02' with '1.03' inside the whole repository
Globally replace all occurrences of '1.0X' with '1.02' inside the whole repository.
