Console tab appears when Editor window is maximized #151

What steps will reproduce the problem?
1. Maximize the Editor window
2. Double click on something
3. Watch the Console tab appear (with the Problems tab next to it)

What is the expected output? What do you see instead?
Having these tabs appear is a nuisance. Nothing should pop up while working in 
the Editor.
