Remove String#to_proc definition #20

it's unused, and causes issues when using ruleby with rails. related to / closes #19

Is there an expected release date when I can see this packaged in the gem? I'm pulling from the git in my Gemfile right now, so it's not a huge issue, mostly just curious.

Yea, I should have a 0.9.b5 out in a day or two. I just need to do some regression tests.
