When PVE flag is false, block all mob damage, including monsters. Block creeper explosions. Do this only for friendly kingdom members.

When PVE = false...
[x] Block players from attacking non-monster mobs (animals).
[x] Prevent monsters from attacking players inside of the territory. When mob targets are players inside of protected territory, override the target to null. When a player enters protected territory, set all nearby mob targets that match the player to null.
[x] Block creeper explosions and damage inside of the territory.
[x] Prevent Phantoms from spawning inside territory and targeting players that are inside territory.
[x] Allow enemy mobs to be attacked by players, but the mobs shouldn't attack back.
