Add a config option to allow players in allied kingdoms to build in each others towns when the town allows it in the options. Currently, if a player is not in the same kingdom as a town, then they cannot break or place blocks in that town.
Concept
When two kingdoms are allies, their players can do the following in each others towns:
build (break, place blocks)
interact (use switches, entities)
They cannot break, place or open containers.
Allied building only applies to towns with a new option "Allied Building" set to true.
Allied building will bypass protections for peaceful kingdoms, offline protection, and town watch protection.
