Adds new town option, Allied Building, which allows players in allied kingdoms to build in the town. A new config option, ally_build, must be set to true. When the town allows Allied Building, players in allied kingdoms can:
break blocks
place blocks
right click on entities, including item frames and animals
cannot edit or open containers
