Health upgrade does not work in capitals #226

The town upgrade for extra hearts does not work in capitals, but it works in towns.

I could not reproduce this bug, the health upgrade seems to work fine in a capital territory.

However I did find another bug related to a town resident becoming the lord. When a resident becomes the lord, the knight flag is not set correctly, and some town management features do not behave correctly. I will fix it in this branch.

Just kidding, after a server restart I found that no upgrades work in capitals. The fix will be implemented on the branch for #227.
