Adds core.yml options to specify the absolute maximum number of members for all kingdoms, and residents for all towns/capitals. Also adds the sub-command /k admin kingdom exile.

Added core.yml option core.kingdoms.max_player_limit to limit the absolute max number of kingdom members.
Added core.yml option core.towns.max_resident_limit to limit the absolute max number of town residents.
Added sub-command /k admin kingdom exile (player) to force any player to become a barbarian as if they joined the server for the first time.
Fixed Essentials softdepend within plugin.yml, so that EssentialsX will always load before Konquest.
Updated town initialization chunk test method to ensure that the max range check includes the initial chunk size, in case the user sets core.yml option core.towns.max_size to be less than core.towns.init_radius.
