Add a pop-up alert on an active code that has a toggle to encourage the student to use the toggle as a hint. #1298

After the student has submitted at least three incorrect solutions in the active code we would like to have an alert show up that reminds them to use the toggle question as a hint.

In addition, I added attributes to all components so they will know if they are in a select and/or toggle.
