Vendor Dependency Ordering #11

If one uses the Rupert Angular option and inserts an Angular dependency like:

(stassets in server.json)

"js": [
  "angular-ui-router/release/angular-ui-router.min.js"
]

...it's inserted in vendors.js BEFORE the default Angular leading to errors. Should we reverse the order of operations?
