[BUG] BlockOutline not showing when block is partially covered by water #1657

Describe the bug BlockOutline isnt showing underwater unless the player is.

To Reproduce Have BlockOutline Turned on and have the cursor over a block that is partially in the water. The outline or fill doesn't show up below the water line unless the player is completely underwater as well.

Other mods Sodium

Expected behavior The Outline To Be Shown Underwater
