New Features:

Added additional course service endpoints
- GetCourseZip - Downloads a zip file of a course
- GetVersionedCourseZip - Downloads a zip file of a specific course version
Added additional dispatch service endpoints
- GetLti13DispatchLaunch - Adds LTI 1.3 Tool support
- GetLti13Dispatch and GetLti13ToolConfigurationSchema - Adds LTI 1.3 Platform support
Added content connector service
- This service currently only aids in LTI 1.3 Platform support
