Added PR template and Issue templates #20

this closes #18 and also closes #19 I've added both PR and Issue templates

Good job @prnvtripathi the contents and everything else is great but Instead of making the users "remove" some comment in order to add the actual content of thier PR/Issue dosen't seem right.

Take a look at how a new feature request is handled in this repo: https://github.com/akhil-aggarwal/cookie/issues/new You can explore it, see how they have separate text areas in the issue request so no need to remove comments etc one can directly start with the issue.

So, keep your content but try to make the format from the example that I showed.
