created contributors page and options buttons

I have done the following:

• Created two buttons: "Start Contributing" ( redirects to issues page ) and "Contributors" ( redirects to Contributors.html ).
• Created a new html file called " Contributors.html ", which holds all of the contributors with their names, images, and github pages.
• Made the contributors responsive with display flex-wrap

Dynamic contributors update:

• I have removed the hard-coded components in contributors.html
• Added new contributors.js file to dynamically call the github API and retrieve data
• The Html in contributors.html now updates using contributors.js file
