File name strategy for Eclipse Help is broken #56

Instead of a file per chapter a file per section is generated.

Since there are next / prev links in the html files, I'm assuming that some configuration is broken and the builder participant generated html instead of eclipse help? The toc.xml will not updated

ahh, that's because i switched to html generation in the branch and merged, fixed
