Currently it is possible to include a section from a document without including the surrounding chapter from the same file.
This leads to dangling links as in https://bugs.eclipse.org/bugs/show_bug.cgi?id=354928 which are hard to validate.
We should at least be validating these conditions.
You can also include the same section in multiple places inside the same document, which makes it hard to find the section the target file is derived from, as needed in Eclipse Help generation.
