What does this PR do?

Template for Register page added according to the given wireframe. #10

Description of Task to be completed?

[x] HTML code was to be written for Registration Webpage
[x] Minor additions were made in style.css for the same.

How should this be manually tested?

The file I have added is named as registerTemplate.html
The file is located: Dreams>UI>registerTemplate.html

Any background context you want to provide?

A wireframe was provided for the registration page and the pull request is made for the Registration Webpage code. fixes #10
