First pass at Custom Roles and Capabilities #309

I hope we can eventually create something advanced but for now we need some custom roles and capabilities with a supporting interface for assigning them manually.

Then we'll add some automation using conditional triggers i.e. Twitch subscription with plans being paired to roles and capabilities.

This issue is about starting the groundwork that will support a larger service but not spending too much time on it. We just need enough to help people avoid using a third-party plugin for what is often a basic need.

An array of custom roles and capabilities has been added to the plugin.

These will be installed on activation.
