Complete BugNet Object Transition #328

After more thought I have decided that BugNet relied too much on .csv files to generate reports.

BugNet also needed a lot more understanding in how it operates than I want. It will be re-built with the basics and focus on custom database tables for primary data storage. Objects will be handled different and the WP core will be tapped into a little more.
