implement the MaxSR model #22

After verifying all component of MaxSR, we need to buid the model class.

  1. it should be a class
  2. all sub-networks should be internal in the class
  3. ensure shape of each layer and write comments for future use

The verification will be to run a sample LR_image and ensure the model output an imge
