Thank you for your reply. After some testing, it turned out to be Steam controller settings had been overriding DS4W settings, including the lightbar color. My Steam is using Dual Shock 4 controller input which has blue color as default, meanwhile my DS4W is using XBox360 input with my custom color. It seems that Steam is prioritizing DS4 over XBox360 input so the color will be blue instead of my custom color. Maybe recent Steam or DS4W updates have something to do with this issue as I have never encountered it before.
Use HidHide if you arent already, if not, you will run into issues like this all the time as well as things like duplicated inputs in games

I tried to change the color of the lightbar but after 10-15s, it will be reverted back to its default color (blue). Or when I minimize DS4Windows or open other applications.
I'm using Windows 10. Latest version of all requirements.
