dev_appserver wants java and php #273

$ dev_appserver.py --help
This action requires the installation of components: [app-engine-php, 
app-engine-java]

It used to be that only the required language packages were installed, in my 
case Python. I prefer not to download ~100MB on every update which I don't need.

For now, if you'd rather not download the unrelated SDKs, please use the 
language-specific downloads here: https://cloud.google.com/appengine/downloads

We're looking into ways of making this optional.

I thought these components were installed on demand? 
I guess we don't do any introspection to see what type of app you're intending 
to run, right?
