Sustained use discount not effective #369

Managed VMs are currently priced the same as GCE instances: "Pricing: While in 
Beta, based on Compute Engine Pricing for each VM."  This led me to expect that 
if I ran my VMs full-time for a month I'd get the full 100% usage discount 
(30%) on all of them.  However, because sustained use appears to be computed 
per-zone and the scheduler uses multiple zones within us-central1, the actual 
sustained use percentage and discount are much lower.

This may well become moot once the service is out of beta and the real pricing 
scheme is announced, but in the meantime is it possible to have the scheduler 
favor a single zone to maximize the sustained use percentage?  (An alternative 
would be to combine all zones in a single region when computing sustained use 
for billing, but I'm guessing that's not likely to fly.)

Even if a fix is not possible right now, please consider this issue when 
deciding on the final pricing scheme.  Thanks.

Thanks for the feedback. We'll pass this along to the folks who make this sort 
of decision (if you're on any tier of support plan, that would also be a great 
place to raise this concern).

I'm going to close this issue out, since it's not immediately actionable on the 
Cloud SDK end, but rest assured that this concern will be heard in discussions 
of the final pricing scheme for MVMs.
