Centre of Understanding #30

The first new building of the Culture update will be the Centre of Understanding. The Centre unlocks a menu that lets the player begin developing their society. Resources can be used to begin teching down different paths, which unlock new buildings.

Having a Centre of Understanding is enough, for the moment. The rest of the issue will be handled with a Centre of Understanding Menu, which will probably be punted to a later milestone.
