No images where Bing aerials do not exist #16

What steps will reproduce the problem?
1.Search for "Šumperk, Czech Republic"
2.Turn on Aerial
3.Half of the city is ok, half is blank without google imaginery

What is the expected output? What do you see instead?
Whole czech republic is photographed.

What version of the product are you using? On what operating system?
Google Chrome 11, googze version 1.0 for waze cartouche

Please provide any additional information below.

To je proto, že BING mapy mají "nafocenou" jen půlku Šumperka, vyzkoušej 
na http://maps.bing.com.

That is because BING maps (used by Waze) have "shoot" only half of Šumperk 
city. Try it on http://maps.bing.com

i understand the reason, why this bug happends, but i thing, its much better to 
have google aerial photos display capability completely independent on bink 
resources...

Waze used to send data structures required to build the aerial imagery even if 
they didn't have any images, that's why we could replace them with Google 
images. Now they do not send any information about tiles if they don't have 
images, so while it can be implemented, it takes significant amount of work, 
which I am not prepared to do with the new Cartouche being implemented which 
will mix things up once again.
