PsWG meeting on 11/7/2024

All entries were evaluated and questions answered. No showstoppers to deliver PC 1.4.0 were identified.
The group decided not evaluate surrounding depth for MARCUL - Leave implementation as is now.
[ ] Alvaro - Create a dedicated new PsWG Issue to discuss potential changes to MARCUL so it does not always display as a danger to navigation (Label as 'Post 2.0.0).
[x] Alvaro - Create new Documentation GitHub issue to discuss potential changes to the way UWTROCs and OBSTRNs are evaluated as dangers to navigation when VALSOU is not populated (unknown).

Following discussions with Tom Richardson and Jeff Wootton it was decided not to progress this action during the Dual Fuel period to avoid different A&I performances between 'equivalent' S-52 and S-101datasets.
