SIGINT and Recon scan missions don't complete

I can't seem to get SIGINT or Recon scanning missions to complete, no matter what I try.

Not sure what all you need to know...

KSP 1.7.2.2556

SCANsat 18.11

Those are contracts from DMagic Orbital Science and aren't related to SCANsat.
