Don't Show empty Categories/Tagcloud + move about #18

With this changes, empty Categories- and/or Tagcloud Widgets are not shown in the footer. When this happens, also the About-Widget moves to the right.

As mentioned in the corresponding issue, doing this is completely up to the user. I'm glad you like Lingonberry and modify it to suit your needs, but since this theme is supposed to be used with categories and tags, people not using categories may delete it, change it, whatever they please, but should do so on their own terms.

While I endorse this freedom, I won't impose your solution on others as general rule. Modifying, adding as well as removing stuff is up to every single user.

Anyway, thanks for your effort, as it shows your enthusiasm, and that I admire highly!
