It only has ~18500 base HP (more with the upgrade but its quite expensive especially if you only plan on using gateways) so I think double hp wouldn't be unreasonable. Sounds like a lot but keeping in mind the total cost of the unit it 325 + 750 for the each gateway lost you would think it would have more HP.

i dont mind low hp, instead i'd give it either a distortion field or maybe even a short lived single-burst cloak ability

alternatively (or in tandem), tyguy's idea of not requiring platform mod appeals to me - hs gate could easily be classed as utility if it bothers people that a platform doesnt require the module (altho scouts dont need fighter facil, rep vettes dont need vette tech etc)
