Iirc these were nerfed in the blanket supernerf on minelayers that happened a while back?

In any case hw2 mines are suuuuuper lackluster. I don't really see any niche for vaygr mines due to laser vettes, but hgn could probably make good use of minelayers to push vette ball dps up (and they'd do well in tandem with dfgs).

Some logistics buffs would probably be all that's needed imo, researching these units is a chore in itself.

Ive buffed their hp and speed which was much lower than for hw1 (and hiig had them based of off an unupgraded vett) but also reduced the time mines last from 200s to 60s just like for hw1.

Still need a logistics buff though.
